Not a bumb question.... Yes the engine should be running. The actuator should be dis-connected at the frame. Be careful... It's easy to get hurt working with hydraulics.

I'm kind of unsure about the cylinder/actuator you say I should disconnect. I have some instructions a previous owner gave to me, and it said "disconnect the piston rod from the frame bracket"
Is that the same thing? There is a carter pin going through a bolt holding that on...Is that all I need to undo?
Ok I got that undone. I tried adjusting with the nut..are the wheels supposed to move depending on how you move the nut? because they didn't move for me...
If you disconnected the assist cylinder rod from the frame, your front wheels won't turn when you adjust the control valve nut.
You are trying to get the assist cylinder rod to not extend or retract with the engine running. Now when you reattach the rod to the frame the valve should be balanced.
If my published instructions are not clear or complete enough, I will be happy to try and clarify them. But I have to know specifically where you have problems.
