Testing spring rates

Is there a way or a place to test spring rates for leaf and coils to determine if they need to be replaced?

Can they be rebuilt and where?

I'm in VA.

I'm in VA.

All stock car shops have spring checkers but what good is it to check your front springs. If you take them out and they look grungy and a little sagged just replace them, they are not expensive, it is the removal and installation that is the pits.
As for the back if it is flat or inverted replace it too.
I have a $80,000 spring checker at work hooked to a computer to give 10 reading per second while cycling the spring.
