I been looking at this on my '78 dash since I bought it and it really bothers me. The dash isn't cracked. It looks like a section of the dash cover was cut out?
Is there any way to fix this without replacing the dash?
FOLLOW UP BELOW:
Used 80TEXASC3's advice and tried the CA glue. It took me about 3 days of slowly building up the thin layers of the glue and sanding, but I think it going to turn out pretty good. I just put a coat of painted on the damaged area for now and it's looking pretty good. Alittle more sanding and once I repaint the entire dash I think it will be good as new. I want to give a big thanks to 80TEXASC3 and everyone else that helped. This forum shows, once again, that is more valuable to have than any repair manual ever could be!

I had a similar issue with my previous dash... use some CA "gap filling" glue to seal and create a smooth surface... then you will have to redye the entire dash if you want a perfect match. Is a lot of work but it works.
There are vinyl repair places who might be able to do it
The problem is that I have seen mixed results, sometimes looking good and sometimes still visible. Hopefully, a good shop would be able to fill it in fairly well. Matching color is often problematic, too. It is worth a try before you go to the trouble of replacing the dash.
What is "CA" glue? If CA glue is it's only name, where can I buy or order it? Thanks. I'd like to try it.
CA stands for Cyanoacrylate glue [tradenames: Super glue, Hot Stuff, Zap, Crazy Glue, etc.] Model buiders use this glue a lot. You probably won't find the gap filling type anywhere but a hobbie shop. To find it online, just type "CA gap filling glue" in google and you'll find a lot of sites selling it.
