Default Horn doesn't work

I've been trying to my horn to work to pass NC inspection. The wire is connected to the horn in the front of the vechicle (72), I've located the horn relay and replaced a fuse that looked questionable and now I've removed most of the steering wheel.

I've been hoping something obvious would stick out but I haven't found anything. In removing the steering assembly, I see the plastic button for the horn but I don't see any wires. This concerns me. I'm at the point where I have removed the "big" bolt and only have one more piece to go before removing the spring for the telescopic steering. Should I be seeing a wire at this point?

Any advice on tracking down my actual problem would be helpful also.

I'm eager to vette my legal so I can drive in on the road. Many thanks.

This is just from memory as I am at work, but on my 79 the horn button closes a ground through the steering cloumn that connects to two wires at the base of the column that go to the neg side of the horn relay. Which when closed alows the pos side to pass through the contact to the horn. the wire on the button goes to a spring under that so you have already passed the horn button connection. I believe the two wires are first and third from one side of the column plug. Maybe a black and a green wire. Some one else may be able to add a little to this.

Not sure what the wires are, but the thing on the spring is part of it. It is just two contacts that complete the circuit. You can try just grounding it to the column and seeing if the horn goes off. If it does, something is screwy in your horn button and you may need to adjust the shims or get a rebuild kit or something. If it doesn't, the problem is elsewhere.

Try this Bubba/McGuyver idea:

I don't know if this will fly where you live, but once I had to pass inspection and the only thing that wouldn't pass was the horn. Since my cruise wouldn't work, and probably never will, I ran a small pushbutton on the end of it, two wires down the turn signal shaft, through the column, right to the horn and a battery source. It worked fine. That's where the horn was/is on a lot of cars anyway, especially inthe early airbag days.
