I have a "new" 75 convertible. I haven't owned a C3 since the late 70's, but I seem to remember the AC working a little better than the AC on the 75 does. The air seems sort of cold, but not much of it.
The fan runs ok on all 4 speeds, but the volume of air seems to be sort of anemic. Looking in the AIM, there seem to be several vacuum operated doors in the system. I'm wondering if one of these doors may not be opening fully. Is there a particular component that I should check first? The system does have a heater shut off valve installed, so that isn't the problem.
Also check all the ducting, I helped 71airstrike with his, and man there was a bunch of air escaping underneath the passenger side.
And, if they ever fix the personal web pages here, I have a pattern drawn up of a spacer we made to upgrade to a C4 fan. It will give you a ton more air flow.
