Sounds like a Speedo cable maybe? Could just need to be lubed. That would be coming from the left side dash/firewall? That would account for the sound only happening while moving.
could it be comnig from the wheel? Mine used to have a similar problem, and it turned out to be comnig from my brakes...something constantly rubbing until I braked and it stopped...

this could be it.....does the chirping noise go away when you apply the brakes??? Try slowly applying the brakes when you hear the sound.... if so you have the very common problem of the brake pads floating on the rotors and squealing. on my car you can hear this occasionally at 20MPH and it goes away after that because the engine noise drowns it out.
The rotor problem is possible, because as I brake it slowly lets up. How would I adjust this to find out for sure if this is it?
(Side note: My brake light on my dash went on about two weeks ago and I thought this light was only hand brake oriented, but since my hand brake was in working condition i assumed that there was a short in the computer causing the lgith to go on. I later realized that this is for the entire braking system and when I opened my master cylinder my back chamber was almost bone dry. I refilled it, but I noticed that when I was running on low brake fluid there was no squeaking, but as soon as I refilled it came back)
The rotor problem is possible, because as I brake it slowly lets up. How would I adjust this to find out for sure if this is it?

i don't think it has anything to do with the brake light... ok heres a simple test.... on a straight deserted road when the noise happens turn off the engine and listen to see if its making the noise.... if it is we know it has nothing to do with the engine.... then apply the brakes and see it it goes away.... if it does you know you have isolated the problem... be sure you don't turn the key and have the steering wheel lock... not sure on your model how your steering wheel locks. either corvette central or ecklers sells a product to eliminate this squeal i'll see if i can find and get you a part number.
