The truly functional version sof those are part of a mechanical fuel injection system (Enderle) I believe.
However the scoops that mount to a regular holley are made by Mr Gasket.....Summit (www.summitracing.com) part no. MRG-6650

It's called a butterfly scoop. You use it on top of a blower. But don't you need a car (and an engine that can handle a blower) first?
They are made for blowers but I recall reading in an old Hot Rod or maybe Car Craft magazine, some guy gutted a blower and bolted it on top of his carburetor. The butterfly valves were operated by the same linkage as the carb. Not bad if you don't mind getting your doors blown off. A perfect example of all show and no go, or in this case blow.
Defenitely Mr Gasket but be advised that air flow is not all that good with one of these filter assemblies . May work okay with a tunnel ram but not a Blower .
