That piece mounts inside the e-brake console towards the back. A bolt then passes through from the rear compartment area and bolts up to that.

So yes...you do need it.

Mine is in there, but not secured to the rear bulkhead. I question the actual need for it...

The flat part goes against the transmission tunnel. The flanges with the holes mounts to the fiberglass console. There are four studs and nuts to hold the support to the console. The console has interior screws to attach it to the tunnel. There is a bolt that goes from the opening to the front of the center compartment to the support to stabilize it. PIA to get that bolt started. Like the name implies, it is a support. Crucial? Maybe not, but if you rest your elbow on the console you don't want to crack the console by weight and pressure. Tip: put a couple of layers of black electrician tape on the flat part of the support to help protect against squeaks.

I didn't realize it rested on the tunnel. That would explain why it feels so rigid even not anchored to the bulkhead.

The bolt fastening the console to the rear bulkhead is absolutely essential!!!!

....for driving the unitiated Corvette owner crazy the first time he attempts to remove his e-brake console after all the visible bolts have been removed.

(don't ask me how I know....)
