Measure the voltage at the horn. If it is low, look for a voltage drop somewhere in the harness. I suspect you have a door switch connectors that got bent during the install (leads intermittently touching each other), thus causing intermittent horn sound. BTW, in the mid '70s C3 also had a momentary switch located behind the alarm key switch on the fender. This was used to sound the alarm incase a thief tried to disable the alarm by prying off the switch from the fender. Many times when Corvettes are painted the switch on the fender isn't installed correctly, causing the alarm to always sound.
