I have just bough a 1980 and can't get the blower motor to come on. I have replaced the relay that is mounted on the drivers side fire wall. If I unplug the relay I get current to one side of the plug weather the key is on or not. If I use a jumper wire and put current to the wire leading to the blower it works. Need help cold weather is here.
Are you sure the relay on the driver's side is for the blower?
I don't know much about later C-3s, but in my 73 the blower relay is on the passenger side, bolted to the evaporator box. The relay on the driver's side fenderwell is the horn relay, but it is also where the high blower wire gets it's power.
Does your blower work at any speed at all?
If it doesn't work at any speeds at all I would suspect the relay and/or (as VettPower mentioned) "both" fuses (one is in the fusebox, the other is an inline fuse between the two relays).
If it works at lower speeds but not on high I would check the inline fuse.
If it works on high but not at lower speeds you might need to check the blower resistor which should be mounted in the AC evaporator box near the firewall.

If GM completely changed the way the blower was wired between 73 and 80 don't listen to a thing I just told you.

I with Kevin, My 71 did not work on high, the fuse was good at the relay on the drivers side(horn relay)high fan, low and med are on the relay on the passenger side(go figure) it turned out to be a corroded connection in the fuse housing a good contact cleaning and all was well.
I did not check any fuses because I did not think I needed to since I can get power going into the relay on the fire wall (passenger side) but will check
Not sure if my previous reply got out. Learning to use our forum. The relay is on the passanger side is was mistaken and that is the one I replaced. I have not checked any fuses did not know where they were. Did not think I needed to since there is power going into the relay (even when the key is off). So far I can not get the fan to blow on any speed.
My fuse pannel labeling has rubbed off can you tell me the location and size of the fuse?
The help I recieved lead to a quick fix. I am embarrased to admit that it was a fuse. I have just bught the car. The fuse was missing and the lables on my pannel are all but gone. I am proud to be a part of this forum.
