Have a 79 coupe with a vacuum leak at the headlight actuator on the passenger side. I pumped the drivers side up to 10 inches mercury and it held for 15 minutes. The passenger side leaked down to 8 inches after just a minute or so and continued on down slowly after that. Was thinking about one of those boot/seal kits but was wondreing if it could be done while on the car? If it has to come out wouldnt it be worth just changing the whole thing. I realize the cost is alot different but was thinking about how much my time is worth.
Passenger side light comes up about 7-9 seconds after the drivers side does when the headlights are turned on.

Can't imagine what a pain it would be to do the rebuild while the actuator is still on the car. But I do know this if one side is bad the other is sure to follow. I personally would do them both at the same time.

No, it can't be changed on the car, unless you have a fetish for pain and aggravation. Your leak down is not that bad at all. Two inches in a minute is no big deal. I wouldn't mess with it, plus it could be leaking internally.
It is nice to finally meet somebody who is equally bothered by vacuum leaks though.
You're right about the leakdown not being too bad , however, my main problem is the minute I turn on the headlights my a/c starts blowing out the floor duct instead of the dash ducts. Same thing if I have the defogger on, it blows out the floor as soon as I turn the headlights on. This is my main reason for replacing/repairing the actuators and/or relay valves. All the hoses were replaced already.
I just installed a kit in mine. They are easy to do, OUT OF THE CAR
It takes a little finesse to remove them, but it is not too bad. I would recommend doing both while you’re at it.
