A semi flat or a satin black are pretty much the same.
I know Krylons semi flat black and plasticote's satin black are virtually identical...then theres plasticote's "hot rod" black with just a little more gloss.

no they are not the same ....take rustoleum...flat black has no sheen....satin black has a light sheen, and gloss black has a high sheen....these differences are noticable and have different applications...if you use flat black in an area that you will be wiping down it will absorp everything and the results will show...where gloss will wipe up really nicely....

Paint sheen - or its glossiness - is rated on a 60-degree Sheen Meter scale, and different degrees of glossiness have different "official" designations. However, different manufacturers can have different degrees of glossiness within the various categories, and some manufacturers have categories that are not "offically" recognized (such as "satin").
Trade practices recognize the following levels of glossiness, in increasing order of gloss:
Flat (free from any sheen, less than 15 on a 60-degree meter)
Eggshell (20-35 on 60-degree meter)
Semi-Gloss (35-70 on 60-degree meter)
Full Gloss (smooth and mirror-like, above 70 on 60-degree meter)
So is "satin" the same as "semi-gloss?" Impossible to say, since "satin" is not a real trade practice designation. Also, "semi-gloss" can have a sheen rating from 35-70, meaning it can be anywhere from almost flat to almost glossy and still fit the category... You'll just have to do a spray-out and compare them.
I've found that the Rustoleum Satin (#7777) is good for underhood places where the Krylon Semi-Flat (#1613) is a little too flat. Can get both at Walmart.
