dashlight - switch or fuseblock??

dashlight - switch or fuseblock??
The dashlights on my 76 quit working the other day. The turn signals and bright light indicator work, the headlamp door open light works etc. Just the dashlights themselves. I disassembled the dash last night and checked the bulbs, all were okay. I looked at the fuseblock and the fuses appear to be okay as well. 
Could the actual headlight switch be bad? Or the fuse block? What else could I check. I don't have a ampmeter/anmeter (whatever their called) but I know how to make a test light!
Thanks guys/gals, any help would be appreciated, I don't like driving around at night not knowing my speed!

Your right!!
1) You can't tell by looking at the fuse
2) Especially if your looking at the WRONG fuse
3) Found the right fuse, couldn't tell by looking, but that's it!!
Of course it is of a different size than all the fuses I have on hand, so off to the auto parts store
