You could try to lube it with a dry lube such as graphite. Rub a #2 pencil on the suspect area.
However, the real problem sounds like the linkage needs adjustment to make it work correctly. These should work pretty well even dry. I'd examine the linkage and adjustment screws, etc., and try to get it to work by changing settings or slightly bending the linkage until the linkage works freely.
This stuff is great. It stays around for a long time and it smells nice. We use it at work becuase it is the most radiation resistant stuff we have found, not that it matters under your hood.

As far as I know there should be no lube on the linkage. Pencil sounds good. My $0.02
