I don't think it's a "project" unless the car is taken out of service for at least a week and five-hundred or more dollars (or equivalent) is spent on said "project". Any car of 25+ years is gonna need periodic "repairs" but not a "project" takes on special meaning/importance.
An exception to the above guidline might be a major driveline component (engine or transmission) swap that could be accomplished in a weekend with all prep (engine assembly/tuning, etc) done while vehicle is still driveable.

A project car must be delivered with at least one box of parts
that are no longer attached to said project.
A derivative would be a car that you turn into a project car
by taking stuff off and boxing it, with the intention to someday reinstall.

Most of those could apply IMHO. To me a project car is either running or non-running and there is a difference.
Running=possible to start and mostly there. Could have no brakes, but a generally complete worn out car. Cars in this category could also possibly be a car that was recently running and had the engine and/or trans removed before sale.
Non-running=parts car that is capable of being rebuilt (not hit so hard that it cannot be rebuilt-within reason). A non-running project car may or may not be complete, but basically has a hope of driving someday. Could also be 2 or more cars of which one has the hope of running again, or could be combined to make a whole car. A project car is not stripped to the point of no parts, that is a shell or possibly a roller.
Unfinished project= all parts there, needing put together.
how about a car that needs attention to most every component .starting from the rubber seals on the headlight and finishing off with the tail light sockets.
All cars are "project cars". Look at the automakers, they're still improving their cars and they spent millions to get what they currently have Case in point, the Corvette has always been evolving as time passes and from what people that own the new ones say, they didn't know how GM could improve upon what they had (C5), but now the C6 is said to be even better .
my definition would be any car that could not drive under its own power when you buy it! With that definition I can tell my g/f that my vette is not a project but a reliable source of transportations yeah right!!
