Normaly it would be activated by the factory paddle switch on the console next to the green light. This velcro mounted add-on controller looks to be a Romulan variation and seems to have incorporated a starter solenoid by-pass as well as a Photon Torpedo launcher. Very cool!

Most likely it looks like somebody's lame attempt at a radar jammer (ECM) as has already been mentioned.
The cable as it leaves the box looks a little chewed up, you might want to put some electrical tape on there.

i appreciate all of your non-help....it's quite enjoyable. Desertdawg, i can't say i claim to be a true covette mechanic at the moment. maybe i'll change my name on here when i do 
i'd still like to know how it works....maybe i'll put it on my motorcycle if it's really a radar jammer....it would get put to much better use. with the controller thing, the first switch has 3 settings, up, mid, and down. up and down make a little green light turn on in the corner. the first of the other two switches makes a beep and that square light up for a second when i flip it. the second switch doesn't seem to do anything. it's just so weird....i want to know if it's useful or not.
