pry off the plastic screen access hatch. With a 10mm and an extension, loosen the nuts that hold the wiper arm extensions. Don't take the nuts off. Careful, don't drop the socket or extension or it won't ever come home.
Adjust the wiper arms then snug the nuts and try it. Don't forget to remove the socket and extension before you hit the switch.
You might have to do this a few times to get it so they don't crash and they tuck away behind the hood edge the way they should. I ended up placing my driver's side about 2 1/2" below the stop (as measured by the inboard tip of that wiper), and the other a little above it.
I adjusted mine to factory specs, and your picture looks like it's really close to that. This seems to be a common problem with C4 WS wipers. I've changed everything but my mind, and mine still stutter after running for about 10 minutes in the rain. It did get better after I polished the windshield, but still does not run like they should. I'm just about convinced that it's the motor. There are several threads about stuttering/crashing WS wipers - do a search and see if any can help you.
