1990 c4 fuel problem

1990 c4 fuel problem
we recently had a bad rain storm up in Boston, after the rain the car ran rough, now when I go to start it the fuel pump relay does not sound and it is not getting any fuel. I am questioning the ECM may of gotten wet due to it's location, or is it possible that the fuel pump shut down some how? or that water may have gotten into the tank?
Any help would be great.

Start with the basics. Verify that you are getting fuel. Take the cover off of the schrader valve, with the ignition turned on, use a screwdriver tip or more ideally connect a fuel pressure guage and see that there is fuel at the schrader valve.
