I have it apart and figured it out. There's a ratchet mechanism that works off a spring. The car hadn't moved in so long (before I had it) the spring that returned the cam wasn't strong enough to pull it back. In my more patient days I would have disassembled the entire thing, and ground down the surface of the ratchet cam.
However, a little CRC Marine spray solved the problem.
Thanks, bit it's working. Bad news, could have done it without taking everything apart. Could have sprayed right into the mechanism.
