On my 86, I removed gas filler lid and the rubber gasket that surrounds the neck. Get a 10mm open end wrench, squeeze your arm past the gas neck, and feel for the stamped sheet metal nuts on either end of the 3rd brake light housing. Obviously, it's a tight space...once you get the nut loose you can do the rest with your fingers. Support the light from the outside and you'll be able to access the rest of the screws to replace the bulb. Remember to check the brake lights before you put it all back together! Good luck!
On my 92 convertible I took off the rear license plate and backup lights. There is a pretty good hole up there all the way to the rear backup light. Also replaced all the bulbs while I had it apart, Backup bulbs and license plate bulb.
I got mine out on my '94 by removing the license plate, and going at it through the hole it left. I didn't need to remove the backup lights. Can't say for sure that it'd be the same with an '89, but I'd suggest you yank the plate and have a shot at it.

Seriously, I think ElCheevo's method is the way to go. Just replaced some bulbs in my '88 vert (not the center brake light though) and found removing the inside taillight housing was the way to go.
