I followed the instructions in the owners manual to program my keyless entry remote. But the PKE light never turns on on the DIC, and the remote wont program. Any Ideas?
Means probably one of a couple of things, that transmitter is already programmed and recognized, possible another transmitter in range, three have already been programmed.
Can you provide a little more information? Why are you programming a transmitter?
I checked the fuses and pulled out the battery already. The problem seems to be that I cant get the PKE light to light up in the car. I dont remember the sequence exactly, but I followed the owners manual instructions. I had the transmitter well out of range, turn the key to on, press the trip and fuel buttons in the sequence given, and the PKE light dosent light up at this step as it should according to the instructions.

When you first turn on the Ign, does the PKE lamp on the DIC illuminate for a moment then go out?
I don't mean to sound ****, but is this the first transmitter for you, other one lost, died, never had one, etc? Have you checked under your seats and cubby holes to ensure there isn't another remote laying there.
Pop the seat cushions and do an inspection. Push down on front of cushion while reaching under feel for a metal wire and push it out and down. Lift the cushion out.
If another transmitter is in range it will cause this.
As asked about the PKE lamp flashing when your in programming mode it will flash the number of times for the number of transmitter programmed, i.e., once first transmitter, two times second transmitter and so forth. So blink blink blink, your on the first one none are stored in memory. Blink-blink, blink-blink your on the second one one is stored.
1. Ignition to RUN position. (engine off)
2. Transmitter out of range.
3. Trip/ODO button is pushed and released.
4. Trip/ODO button is pushed again and held for 5 seconds.
5. Within 5 seconds after 4., push and hold the FUEL INFO button for 10 seconds.
The PKE lamp will come on continuously.
6. Ignition to the LOCK position but do not remove the key. The PKE lamp will flash continuously.
7. Bring the transmitter into range and the lamp will change from flashing to steady. It is programmed.

Yes, It wouldnt be the first time ive heard of that happening. You have to keep holding the last button in the sequence untill the PKE light comes on, try it all again and keep holding that last button!!!
The FSM has a detailed troubleshooting list for the PKE. It starts out by removing the dash top and then applying 12 volts or ground to different pins. The dash is not hard to get off but it takes a while. Here is my 93 with the dash off. The PKE module is the larger of the 2 modules behind the D.I.C.. PKE module is really "Remote Control Door Lock Receiver". You can see the connectors in the pic.
Ok, now we can move forward!! Pull the DIC panel out and check the PKE bulb, if its no good, replace it, if its good, check to see if its getting power to the PKE bulb socket, it may be a lose connection there. Then if all apears to be well in that area, replace the fuse, regardless of if its good or not. Also unplug the PKE module, unplug and clean the connector. Check all the wiring, and then see where youre at.
The FSM = Fastory Shop Maunual. They can be purchased from Helm Inc. on the Internet. Some times you can get them from E-Bay, I have heard of other places to buy them but can't remember any now.
When I got my 94 my PKE light never lit ever. Did not go thru test and illuminate for a moment and go out. I spent lots of technical time with this. Checked the bulb and checked all inputs and stimulus to the receiver. Everything looked good and I could find no problem. Tried to repair the circuit board but with their protective parts and no schematics I was not able to check several things. Check all resistor, caps, transistors and IC chips that I could but no success. So now I am going to get another receiver.
Also, If your in no-passive mode, the light will not light. I was hoping this was my problem but was not. I removed power hoping it would go to a default reset mode but it wound up to really be defective. You might try to disconnect battery to re-set everything. Just something easy to try.
