Don't know if this is appropriate to your year, but my '76 had this problem- The "spring" inside the top radiator hose had rusted & broken allowing the hose to collapse & stop the flow of coolant when the thermostat would cycle - And I have pulled many a Wal-Mart bag off after it was sucked onto the A/C condenser of my '93-
That may be it. You have a bunch of miles on the radiator if it's original.
I think the orig. poster, vetnut and some others may be looking at a new radiator. If all that you've done hasn't cured the problem, it could just be the radiator itself. I know JetJock replaced his very recently with pics on install, and so did sjw, both with very good and consistent cool temps.
That is after you've gone through the process of elmination, of course.....
1) Removed Radiator, cleaned.
2) Installed wire mesh in front of but below radiator to catch all future dibris. (I have a photo of this if anyone wants it)
3) Installed 180 deg. thermostat.

That was 2 yrs ago+ And I have never seen my temps over 210 since
