An antenna that is stuck up does not indicate you have a relay problem. It suggests you have a broken ribbon on the antenna post. If you need more info on this, please advise.

It does sound like a broken mast ribbon. Before mine broke I did notice some issues in completely raising and lowering the mast. Had to basically retry several times to get the mast down or up.
The part can be obtained thru MAD or other vendors and I would suggest considering a bypass switch that is also sold particularly if you normally listen to your CD or tape player. The switch permits you to play each w/o raising the mast. And I get most local radio stations (wherever traveling) w/o raising the mast. Both parts you can probably get for under $50 and the installs are not difficult.
