I assume you mean the port for attaching a scan tool? It is located on the drivers side, above your right leg, just past where the carpet on the hush panel ends. This is where the port is on my 1991, and I don't think it had changed, but yours is OBD II, where mine is OBD I. There should be a cover on it, unless it is gone like a lot of them.
I believe you are looking for the ALDL. It is located at your right knee as indicated above. There is a black tab covering it, so if you have black carpet, you may miss it at a glance. Shine a flashlight there, Youll find it. Then just pop the cover off.
That sucks, did they break the hush panel. These mount funny so it may not be broke. I have taken mine off a couple times so I can remove the panel completely, and I always have to think about it when I put it back together.

Not sure. The whole reason I want to check codes is mine will get hot if I'm not moving (air flow over radiator). So I'm pretty sure that a sensor or relay is not working for my fans. If I turn on the A/C or defrost the fans come on. It looks like I got quite a few months to figure it out as it is suppose to snow here tomorrow night and the for a few days after. So I got the whole winter to figure it out I guess. Earlier today I was all excited to figure it out because I wanted to take it out for one last spin. But took out the 55 chevy instead. Wow what a difference in vehicles. Just got back from driving the 55 and it feels like driving a hurst compared to the vette.
Actually that is completely normal per JRZVette (post #16):
The primary fan is programmed to come on at 228*, the secondary at 235*, unless you're running the A/C in which case both will come on regardless of the coolant temp
Well I let the vette idle when I got back from town till the temp got to about 250. The fans did not kick on. Then hit the defrost button and the fans came on and it started to cool back down. So I must have either a relay or a sensor out. But if I can make it through the day I got all winter to fix it . Hate having to put the vette away.
