The cheapie blue bulbs (like the Sylvania "Cool Blue" bulbs) have a simple blue coating on them and that reduces the output.
For a good replacement 6054 lamp, get a pair of Sylvania SilverStar lamps. They are a popular choice here and they are a big improvement over the stock lights and are a simple swap. Figure on $50-$70 for a pair.
The next step up would be something like the Hella or CIBIE lamp housings with a good higher wattage H4 bulb that provides more lumens (2300 to 3000) and a higher color temperature (4000 degrees Kelvin or more). This upgrade would cost around $150 or so. But be careful with bulbs of wattage over 100 to 130 watts. The factory wiring is not designed to handle bulbs above this. Bulbs rates at 85 to 100 watts will be fine.
True HID lighting is the big jump up but expect to pay a bunch for a true HID system. Figure around $700 to $1000.

I went with the bulbs below and APC clear headlight casings from pepboys. My lights are now brighter than stock. I think it is mostly due to the clear casings. When it is not raining and the lenses are kept clean they are fairly bright. The Sylvania may be brighter, especially with the clear casing. The xenon bulbs are actualy a bright white similar to an HID setup. There is only a very slight blueish tint, but not much. I heard that these do not last long, but they have a lifetime warranty. Mine have been goin for about 9 months.
i have nokia stage II arctic white in my truck, and they look really cool, allmost like an HID, except you cant see anything, just like blue bulbs. if your guna get any and you dont care how far you can see, i highly recomend those. i found mine on ebay

You might as well save yourself some money and go with Hella or Cibie from the start.
If you like the "clear-look" lenses, Hella has some that look good and work good, too. Avoid the JCWhitney junk and other's of that ilk like sheet metal screws in the road.
I put the Sylvania's in mine. Way better than the standard bulbs. I can at least see better now. I wouldn't touch those blue bulbs with a 10 foot pole. Look neat, but have no use in any car if you want to see.
