I drove from Carlisle to Ct 2 summers ago with chattering, skipping blades. It was the same deal. They were fine dry, but once wet.........fughettaboutit! I took a straight blade razor to the windshield to 'shave' off any debris. I cleaned it with alcohol, ammonia, citrus and nothing helped. I replace the blades with Anco's, still no luck. If you find a cure, pass it along.

new blades didn't help me so i figured the spring in the arms were starting to stretch. after comparing the old and new i noticed my wiper arms were bent. haven't had a problem since i got new ones.
To permanently solve the problem you have to bend the wiper arm to a point where the wiper blade is perpendicular to the windshield.
When the wipers shut down, there is a twist put on the wiper arms. This constant pressure eventually bends the arms enough that the blades are angled up against the windshield, causing the chatter.
Take two adjustable wrenches and gently twist the wiper arm until the blades are exactly perpendicular to the glass. This will stop any chatter.
