Is the e brake on a C4 supposed to move loosely up and down even after puller up and setting it so that the light come on? Or is there a certain way to set the e-brake??
To set:
Pull up on brake handle until it ratchets into place, then, without hitting the button, simply push down to get the handle out of your way.
To release:
Pull up on brake handle until you get a slight bit of tension, and while holding tension, push button in, hold in, and lower handle all the way until the light goes off.
So, to answer your question, yes, while the brake is set, as long as you do not press the button, the handle should move freely up and down (kinda feels like it is broken when you are first getting used to it, but it is normal.) Hope this answers your question!

For a first timer it feels broken. I liked to have never figured it out when I first got the car. This E-Brake is like any other as far as I know. Yes, so the only was to disengage it is to push the button in while pressing the lever down but you can pull it up the e brake and press it back down without pressing the button and it's still active.
One other thing I forgot to mention -
Unless you have just been racing, or otherwise braking hard for some duration, enough to get the brake pads and rotors really hot, ALWAYS set the e-brake when parking the car, as recommended by Chevrolet. Setting the e-brake is how you keep your rear brake pads adjusted properly.
