Is this going to be a driver or a garage piece?
The reason I ask is, to get a low milage 23 year old car road ready will be costly.
To display in the garage or showroom the price sounds about right.
Remember, cars that sit and do nothing over a long period of time deteriorate.
(seals, gaskets, etc. will result in leaks, blah, blah, blah.)
It's like the guys who ask about a ZR1 with 10,000 miles or less that are pulling upwards of 30k.
What is the intent of the potential owner?
If it's to display, then fine.
If it's to drive, then the $$$ starts to climb, and quickly.
A mint '84 with 3000 miles - worth what? Maybe $12,500?
Join NCRS; get it judged in the nearest judging next time one is scheduled. Hope for a top flight award and if not do whatever it takes to get your car to a top flight condition. It's easy; they have manuals and many members willing to help you.
Then list it for sale in the NCRS " DRIVELINE" magazine and sit back and wait. I suspecr someone will gladly pay top $$ and never have buyer's remorse as they continue to get it judged on higher levels.
There's a big market for selling NCRS certified original and/or survivor cars and the buyers have the $$$ for the correct Vette. The current issue shows prices from $13500 - $18500 for '84s.

A C2 with 3K miles, Maybe $70-90,000.
I agree with the others, if you are buying it for show or for a lawn ornament, its worth at least $12,500.
If you are buying it to drive it into the ground, do it with another car.
