Can anybody tell me how to reset/ adjust the TV cable on my "89" coupe ? Converter keeps unlocking at highway speeds. This chiltons manuel doesn't make any sense to me.

Sure, just press the D shaped butten in and hold it down then slide the pintle backward. This is the large cable on the TB. After you slide the pintle back just press the TB or gas pedal to WOT and the cable clicks and adjusts. Done.
The button might not be d-shaped on the '89. It might be more of a square shape if I remember correctly. I think that the earlier cars had the d-shaped button.
the button is black on my 89. Push the button in and pull the throttle cable on the right side of the button towards the rear of the engine. Then move the throttle to the wide open position. You will hear a ratcheting sound of the cable adjusting itself. Done!!
Pressing the gas pedal to the floor to reset after sliding the cable is correct. Opening the throttle by hand on the throtlle body will yield the wrong tv cable adjustment. Make sure to press the pedal to the floor to reset.
But it has nothing to do with whether the Converter locks or unlocks (ECM controlled) and if you get it wrong, it'll shift like crap. If the unlocking/locking is somewhere around 35 to 39 mph when it's put under a slight load - that's normal. And that's why the Owner's Manual tells you to keep in D (3rd) if it's a problem or bothersome. Otherwise, hook up a scanner and follow the troubleshooting steps in the Shop Manual, Section 6E3 - C8.
According to BOTH the Haynes (84-96) and Helms (1989) manuals, the correct way to adjust the TV is to "Rotate the throttle idler lever to the full stop position." Not by pressing the gas pedal to the floor.
The above sight is very good. However, that website is generic in nature for many types of vehicles. If you take a close look at the photographs you will notice they are from a vehicle that has a carburetor.
The information provided in my original post were obtained from two manuals dealing specifically with the corvette, factory specs on adjustment, and for that particular year (89).
I stand corrected. I will not disagree with the factory service manual. Chilton's and Haynes- I'll disagree any day with that. Keep in mind that the accelerator pedal must open the throttle blades all the way for this procedure to be correct. The pedal in many cars will not open the butterflies all the way. I guess that would be why I have been told on numerous occasions to reset with the pedal.

For that reason it is best to use the pedal to adjust it. I have compared the pedal to opening the TB by hand and there was a small mismatch. I moved the cable bracket slightly and now the pedal does open the butterflies fully. I actually had to slot one of the bolt openings. Either way is fine though really, one click isn't going to explode the trans.
If adjusting the TV cable probably won't help, can anyone give suggestions why my converter is locking up, and unlocking at highway speeds with an even throttle. Have changed the transmission fluid and filter, both were pretty clean. Would like to get it fixed before the trip to Eureka Springs, AR in October.
Assuming you mean 65 mph, much easier to diagnose with a scanner as you can monitor the condition/state of the switch (console); 4th gear or TCC solenoid and the Engine Coolant Temp signal. Any of those things can cause a problem as can a bad ECM or a faulty Brake Switch. Replace that - the brake switch lately? Have the console out? Sometimes the last thing we did caused the problem. I would inspect wiring, especially the transmission harness as absent a bad switch or solenoid, sounds like an intermittent open in the signal.
