Is the console cover on my '96 CE made out of vinyl or leather?

Plastic and vinyl. Unless you have one of those aftermarket leather cushion toppers affixed to the top of the console lid.

Sorry I was not clear. I meant the hinged lid. I have tried both vinyl and leather conditioners on it and they both look good at first (shinny etc) but the lid/cover gets blotchy after awhile.
