Need help understanding !

I am looking into a set of rims, now my question is this - what do people mean when they ask "what is the offset"
Could someone please explain this and what makes the difference?

I was trying to find the words to explain, but this picture does a pretty good job. It's the positioning of the wheel relative to where it bolts to the hub, left/right.
