Got the 85 out from being parked for the winter, I notice that both power mirrors will move in and out but they won't move up and down.
The adjuster switch is a bugger to get at, I was hoping that a plug on it might have a bad connection but I can't get at it without a major effort. Odd the switch would go on both vertical(up and down) but be OK on the horizontal. And I can't see both the right and the left side vertical motors going at the same time.
Anybody have an idea here? Does the console have to come right off to get at the switch?
I'm not sure how to access those switches but don't forget that the signals from the Mirror Adjuster Control go through the Mirror Select Switch so it makes sense that if the Adjuster Up/Dn control is bad it would effect both mirrors.

This will give you access to the mirror selector switch and the 4-way mirrow position switch. Usually the selector switch goes bad first and gives similar problem as yours. I'd check that first. It's not expensive to replace either. The 4-way switch is expensive.
Do get the FSM (factory service manual) for your year Corvette. It'll pay for itself many, many times over. Trust me.
