Went to take the vet out on a nice spring day, turned the key, heard a "popping" sound, now nothing. All electrical functions are completely dead. It is a 96 LT4, and ran great just a couple days ago.

Had you been driving it before, or is this the first time of the year. Sounds like you could possibly have a bad alternator too. If it started fine and you drove it for a while and parked it, the battery would have drained. Just another thought. Definitely either the battery or alternator or both in my opinion.
I'll double check the battery connectios. When I openend the door, the interior lights came on, put the key in the ignition, tried to start it, heard the "popping" sound, and everything went dead.
Hooked up a battery charger, and still no signs of electrical life.
The load of the starter made the weak connection arc off, it blew away the lead where it was making contact, enough to flutter the solenoid, but now there is no power there.
Take off both cables, wire brush them, put them back on tight.
