Default Horn Relay

Got horn problems on the '88 and after doing a search here and reading up I think my problem is the relay. FSM says it is behind the instrument panel. Anyone know if I have to remove the instrument panel to get to it or is accessible from under the dash and then how can I identify it?

Thanks

Look at the pics in the FSM, once you see the pic, you will see the only way there is removing the center info panel.

Thanks guys, that did it, right behind the info panel. PO removed the THEFT fuse which is tied to the horn circuit. Replaced fuse and have power.
