The trick is...temperature and time: Attempt to "sand" the blob too soon, and it will divot. Conversely, let it dry too long, and you are gonna need a buncha elbow grease to get it flat!
At 70º and low to moderate humidity, I wanna say it takes about 90 minutes for a small blob to be ready to "sand". But, temp and humidity will affect it. So, what I do is wait till I have a few rock chips and "blob" them all. Then I give 'em about an hour and try one. If it is too early, then I wait a little and try another. Again, if it divots then wait another 30 minutes and so on until your have the time/temp conditions for your situation identified. Then have at the rest of them - spacing out the paint blobing so as you finish one the next will be "just right".
Some trial and error, to be sure. But, when I got the timing/temp combo right, it turned out beautiful - dare I say "perfect"! (I couldn't see where the chips were, and I knew where to look too!
