I guess it would depend on the market where you are. In my area, that would be wort $7,000 to $8,000 at best.

$16K here will buy a very nice C5! That sounds like way too much for the car unless there's something special about it, it's not even a low mileage car. My 93 only cost me a little over six grand last fall. It's not a vert but is in outstanding condition. For $16K it better be factory new.
They said it all. The owner may feel to Him that's what it's worth, but that's WAY over market value. The after market mods adds little or sometimes no extra to the price.
it is a conv. with a new top and new hard top the milage on the car is low 80,000
A roadster is worth more than a coupe. A hardtop is very expensive rare option.
$16k is too high as 6k to 8k is too low. for a Roadster.
10K to 12k if the car is as clean as the owner says.
If anyone knows of a roadster with a hardtop for 6K to 8K let me know and I will buy it.

I certainly don't consider 80K miles low enough to justify $16K no way, no how Don't see any way this car could be worth $10K, and that may be a stretch.

Park any of the under $10k convertibles next to mine and you will see that there are early C4 convertibles worth more - not necessarly $16k but certainly much more than some of the responses here indicate. Just depends on what you want and your budget.
C4 convertibles will start around $8k and go up from there but at $16k I might give you mine. (See my photos and send your check!)
I have seen Freds car (White Vert) and amazed its not gone. As to the 16K for the 89. For that money you can buy a lower mileage ZR-1 or a decent C5. Way over priced. BTW Fred has a few ZR-1s for sale as well. GC

Low ball him, he is high balling you, unless you like that sort of thing. Don't do it, it has been modded and he probably isn't happy with the performance after all that money spent.
Location is a factor for sure, if he's here in Canada, the prices seem generally higher here, and maybe he's quoting Canadian $, the odometer of 80,000 my also be Km not Miles .....???
as Ive looked through the classifieds (before and after buying my Vert), i have to tell you that seeing a $16k figure isnt out of the realm of possibility. Ive seen them in the $18-20 k range for a Vert in the 91 -93 model year (with low Km). Of course I dont know what folks are actually getting for them but they were selling, ie I didnt see the same Vette week after week or month after month in any of the Trader's
Similarly buddy of mine up here in Canada bought a 2004 C5, but got it from Chicago, for many many thousands less than he would have paid here in Canada for the same Car.
Lot to be said for going down to the US to get a better deal on a clean car,
