I am pretty picky to what C4 I want. Im looking for a 1990-1996 red C4, stick, Z51, red targa (not smoake) for around $5,000. Is this possible? If I found a good deal I would even go for a 1987-1989. (I want the roller lifters)

It's possible, but make sure you know what you're looking for. Red should be easy. In every year it was the most popular color, except 1993 (Ruby Red) and 1996 (Sebring Silver Metalic). But not everything on your wish list was available in all the years you mention, and there were changes throughout the C4 run.
The manual transmission for 1987 and 1988 was the 4+3, from 1989 on it was the ZF 6 speed. The engine in the 87 - 91 was the L98, from 1992 to 1995 the LT1, and in 1996 the manual trans was only available with the LT4. Addtionally, RPO Z51 was available from 1987 to 1990 and again in 1996; for 1991 - 1995 it was ZO7. Finally, the solid, fiberglass top is not rare, but not too common either. If you find a car that fits all of your criterea except for the top, consider buying it and look for a solid top in good condition later.
With your limit of $5,000 the newer the car, the higher the mileage. Make sure the maintanence is well documented.
thank you that helps alot, i never knew about the z07, I thought after a certain year they made the Z51 standered. Is it pretty easy to update a reguarlar c4 to z51 specs?

It depends on how good you are with a wrench. The Z51 package included heavy duty front and rear springs, shock absorbers, stabilizer bars and bushings, fast steering ratio. Earlier models also had engine oil coolers and an extra radiator fan.
Be tough to find a late model year for 5000 even with high mileage unless it's really beat. Red will be easy. Tougher if your looking for one of the better colors
