You guys are putting way too much thought into a simple solution .... Simply do this have a VATS key that is of a different resistance then your correct key and let her have access to those keys only. end of problem.
This reminds me of when I lived at home and my mom would use my new Mustang. I didn't really mind because at least she would fill the tank. She even broke the turn signal switch and took it to the dealer to get fixed, she could of left that to me.
Anyway, a quick snip of the neutral safety switch would do fine, as well as pulling the fuel pump fuse. The only problem I see with pulling the fuse is the car will still crank and she may drain the battery while trying to start the car. With the neutral safety switch, its dead, you turn the key and nothing. If I remember right, it was a purple wire, but the last time I installed a kill switch it was on my 79 Malibu.
Neutral safety or clutch switch seem to be the best ideas besides keeping the keys away from her. Disconnecting the battery just makes the computer have to 'relearn' every time it gets reconnected. That hurts mileage and drive-ability while it gets reacquainted with all the sensors. If it just won't crank when the key is turned, nothing is damaged. The starter doesn't get fried from continuous cranking and the battery doesn't get dead either. If the key turns and....nothing happens, she'll not want to spend any money on something that might be broke and she'll leave it alone.
I had one on a previous car, fuel pump kill switch. Wire it in so the fuel pump gets no power, no fuel, no start. Mine was a keyed switch, but you could just hide the switch somewhere.
My Mom would never have taken my car and not put gas in it. Love my family!

Don't they sell anti-theft devices near you? steering wheel lock, trans lever lock, etc?
