Did all 95's come with the remote for the locks?

You might try e-bay. There are other sources, although I can't remember the exact names of the companies.
Chevy would probably be the most expensive. They may come with programming instructions, if not the search 0r tech areas will help. If you don't find them there I can send it to you.

Before you spend the money I'd recommend walking through as much of the programming procedure as you can to make sure everything in the car seems to be working. (Instructions are in your owners manual). The going rate for a remote is around 130, unless you can find a used one on eBay or something.
Also, before spending the money, undestand that this is not an ordinary remote. It is a Passive Keyless Entry unit, which means that you do not lock and unlock the doors with the remote. The theory is that as the remote gets close to the car the doors unlock, and as you walk away from the car they lock. Again, read the manual on how they work to make sure you want one. I use mine all the time, but wish it was the ordinary design.

I bought one for the Wife's Buick.Googled something about remotes and had bunches of hits, both used and new. If I recall I got a new one for $46.00. Came with programing instructions which took about 2 minutes to do.
I have a 95 too and did not get the remote when i bought the car a couple of months ago, i really want to get one but 130 bucks is so much for such a little thing, i tryed after market ones and theyt were more expencive, anyone know where i could find one cheaper or have any ideas? do you think it is worth it?
I just replaced one of my FOB remote units 2 months ago when one got thrown out. I paid $130 with shipping and it did hurt, but I wanted it. A few years back on Ebay they could be bought for $75 but those days are gone I believe. The people selling them know they are hard to get and have really jack up the price. Even the bidding is started higher now.
You might get one for another car for $50 or so but not for a C4 with the PKE system. As said it is a special system with a unique remote. I like the system and how it works. But if it had a system that you push a button to open, that would be OK to.

something i noticed when searching for the remotes on ebay is that they have alot of covers for them. check them out before your next one brakes

Dealer prices are higher than ebay and most others as they recently (last year or so) changed the remote. They got rid of the pry tab as they were breaking of all remotes due to age of plastic. They now have one that screws and s well worth the price. I broke my original and bought a used off ebay for about half of dealer price. 2 years later I was right into the dealer and ordered a new one only to find they had aded the screw! Awsome!!!! No complaints yet.
Look at www.gmpartsclub.com They have good prices and low shipping unlike another online store previously mentioned. I buy all my chevy parts here. I bet you can find programming info online, probably even here on the forums.
