Ok, I have a 1993 coupe so I know the car has PKE. WHen i got the car it didnt have the remote so I bought one off a forum member. So when i went to program it, it wont program. I did all the steps
1.Turn ignition to on (dont start car)
2.press Trip/Odo button twice
3.within 5 seconds press and hold FUEL INFO button and hold till PKE light comes on............
..Ok so thats where the problem is. My PKE light wont ever come on. Ive tried this a million times and no, the fob is not anywhere near the car when im doing this. All it does is keep cycling through the fuel info stats.
Any ideas?
BTW, the keyfob is a brand new unit and has never been used.
Mine took about 30 seconds for the light to come on and it worked fine after that. I think if you mess up the first time, you have to let the system reset itself  because it took me about 5 tries and 30 minutes to get it right.
Try holding down the Fuel Info light for up to a minute and see.
I just realized I typed totally irrelevent info here, so I removed it. :) I apologize for wasting space and I have wasted about 5 minutes of my life typing here. :smash:
I had a problem like yours in that the PKE dash light would not come on when the key was turned on. The shop manual has a procedure for shorting two pins in the diagnostic connector and reading any trouble codes that the PKE has set. I did this and found no codes set but the system started working and has worked for two years. I even tried diconecting the battery to reset the PKE receiver but think the receiver has its own internal battery or else it would loose the transmitter code any time you disconnected the main battery.

Can you relay with the procedure is? I dont have shop manuals yet.
The PKE diagnostic code is accessed as follows:
Key is in the ignition.
Ignition is off
The diagnostic link connector terminal “H” has been grounded This link is under the steering wheel.
The diagnostic mode will be exited whenever the grounding of the connector is removed. The receiver will return to transmitter in range/key in the ignition mode after exiting. The passive entry lamp will flash DTC’s indicating proper operation or faults of the system codes
12 receiver memory bad
13 transmitter not in range
14 non-valid transmitter received
15 vaild transmitter received
16 passenger door button pressed
17 hatch button pressed.
Hope this helps. Once I got mine working I have never messed with it again to turn it on or off.
