91 vert. storage compartments question.WATER!

OK, I got to look into the storage compartments yesterday, the weather was warm enough to take a gander.
Behind the drivers seat was what looks like electrical connections and what appears to be a part for the ABS or air bags, I read somewhere here about that. Nowhere really to put anything in there.
Behind the pass. seat, where the jack should be (empty, no jack) is an electrical connection hanging by itself with the word "Bosch" on the end of it. It has a screw at the end for attaching it somewhere, but it's just hanging there unattached to anything. In the bottom of the compartment is a hole, about the size of a quarter. I can see all the way to the ground. There was a moderate amount of water in the bottom of the pan. Reaching up and to the right of the compartment, where the lid to the compartment meets the pan itself, is a gap big enough to put a finger in. It's filled with some sort of insulation. Putting my fingers in, again, more water. The water seemed to be clear, no debris and no smell. I get the hole in the bottom thing, possibly where the jack was supposed to be secured and then I get the possible water coming up thru that hole...but the water UP in the right hand side inbetween the lid and the compartment I don't get.
The hole is easy enough to fix as well as the "Bosch" part hanging, if I knew where to hang it.
Ideas about the water from above the hole?
Btw, there was no water anywhere else, no water in the back, the carpet was dry, the top inside and sides of the vert. top was dry, no signs of water coming in from above.
It's a gravity thing, doesn't makes sense too me.
Ideas?

Edit..unfortunatley, it's going to be below freezing this week, so I can't check for leaks until it warms up again, and that may be a while.
