Take out the mast first to see where it is broken. I ordered a new ribbon and mast only to find out the ribbon was broken off inside the motor. When this happens you have to replace the motor as well. So I just forced it back down again and just pull it up and push it down manually, for now. (but the reception isn't the best)
So you have to take it out to see if it is stripped or broken. Stripped=replace ribbon and mast. Broken=new motor.
There is a tool they send you to loosen the nut on the top so you can take it out. But one can probably be inventive and get it off without the tool.
On the 95 the gear housing on the motor that the ribbon attaches to is sealed, but still not a problem. Just drill out the three 'studs' and then reseal it with sheet metal screws. If the motor is running it is likely OK, you just need to replace the mast/ribbon. Be sure to buy the kit with the mast nut socket.

If you mean the motor pull the left rear tire and the inner fender. You might be one of the lucky ones and only have to replace the mast, which is a 10 minute job and all done from the top.
