86 ground issue?

86 ground issue?
Bear with me, owner's manual and maintenance book ordered and shipped. In the meantime:
I'm trying my best to diagnose why sometimes my dash is completely black (but working) and other times it's fully functional/backlight up.
On thing I have noticed is when my dash doesn't light up, the RH hood light also is always off. The left is always working. (sitting in car facing open hood).
Is this any helpful clue?

has gone bad. I also own an 86
