the relay is not in back of the bump. I think it's in back of the center dash

Could be the relay,
also, do the floor lights on you car work when you open the door. If not, that's your problem. Courtesy light fuse

Remove the lower hush panel on the passenger side. Lay down with your butt in the seat, your feet sticking over the headrest and your head in the floor. On the right side is where the relay will be. If it is the original it will still be attached and if not it will be dangling down. Replace the relay and all should be well.

If you could see through the dash, the relay is just below the bottom left corner of the crash pad. It's mounted to the left side of dash support brace and attached with two 7mm hex screws.
You may just want to reach up through the wiring and unplug relay, pull connector down and plug in a new one. The wire colors to connector are pink, orange, black and pink/black stripe.

When was last time it worked?
What does it do, not do?
The courtesy fuse is good? You need to swap it with a known working one.

relay location. You can access it from underneath. Pull off right lower cover and prepare to work upside down, but you can get to it. I suggest pulling the plug off and bring the wire harness down and plug in a new relay.
