Are you sure the coolant is full? Do you get a "low coolant" light? Also, check for debris between the radiator and a/c condenser. Lots of crap can get caught in there. One plastic bag will do the trick.
you have to get rid of the air pockets and the radiator should be inspected for road debris. Is the temp this high when cruising or in traffic? If in traffic what is the cruising temp. should be approx 200 deg range give or take a few deg. with the stock setting and thermostat-(180dg.)
Yeah, your temps are too high. Your 2nd fan really should never come on.
I'd check to make sure you have enough water and not too much antifreeze as you want a 50/50 mix. And also make sure to burp the system to get rid of any air that may be in the system.
Other than that. I'd look to make sure the area between the condenser and radiator is clear. And I'd check out the radiator to see if it is clogged. If you don't mind spending the money and don't know how old the radiator is. It may be a good time to replace it and flush the coolant and fill with 50/50.

I did a full flush, new rad, 180 stat, 50/50 coolant with Water Wetter, and I now rarely go over 200 deg. I didn't have much obvious junk behind the rad, but the fins were pretty clogged with the fine stuff that collects in there over the years.
As the guys above stated, C4 Corvette are "bottom feeders"....ie...they draw cooling air (and whatever else they can inhale) from the ground. Over time, a large amount of debris can lodge itself in front of the radiator. Like JRZ stated, one plastic bag and you could loose 25% of your airflow. I suggest pulling the radiator out and sitting down with a bucket of soapy water, a stiff bristled brush, a fin straightener, and a couple of cold beers and going to town on the radiator. Put it back in, refill and burp all of the air out.
When I had my 84, cleaning the front of the radiator dropped operating temps by nearly 20 degrees. I was amazed what was stuck in front of it.
With my A/C off mine will go upwards of 230 if it really hot outside. (Like the past month) If I run my A/C the temp will occasionally get to 205 if it's 95 outside and I'm stuck in traffic. Once I'm rolling about 55 it goes back down to 185-190. I have a 180 stat. I've asked some of these fine folk and they seem to think that's just about right.
What is water wetter? And what does it do?
How do you burp a 92? I just put in new GM coolant-50/50 and after reading these post should I do more that just fill it back up?
