In the state of MI, they are required to return them to you upon request unless they are to heavy or bulky. Your state may be different. I agree that it should be discussed prior to, during, or immediately after the job, though.
if it is a core you can get your part back if you pay core price. if it is a warrenty part you cannot get it back. other wise you should be able to get anything you want back. But you have to ask before the work is done so it does not get trashed. Also realize that at times you will be dealing with dirty greasy parts that will not be cleaned and you need to instruck them not to place them in the car unless you do not care about the inside.
Many years ago I worked at a dealership (not chevy) we automatically used to place all old parts in the box and in the trunk of the car being worked on (except oil, fuel filters)
At night the parking lot was full of old parts from the pissed off owners throwing them back at us, so never win trying to please customers.

Same here in TN. There is a box on the write-up form to check if you want them returned. Warranty parts go back to the dealer regardless in case the manufacturer calls them back.
