Does the engine run right other than the fans being on?
DTC #14: Engine Coolant Temperature Sensor Circuit Voltage Low.
DTC #15: Engine Coolant Temperature Sensor Circuit Voltage High.
The fans are running because computer is not seeing correct ( or any ) signal from the CTS (Coolant Temperature Sensor ) that tells the computer what the engine temp is
If computer does not see signal from CTS it automatically runs the fans full time to prevent engine overheating
As the CTS is a major sensor for engine operation if the computer is not getting correct signal from it ; it usually puts the engine into " Limp home" mode were the engine runs but not correctly
