Unless I am misunderstanding your question, yes there is.
Just turn the headlight switch to the first position.
The "parking" lights will come on without the head lights coming up.
You can also turn the fog lights on with the switch in this position.

I understand that, but I don't want the headlights to flip up. They stay off, but they flip up in the 1st position. How do I keep them from flipping up?

Interesting. Guessing you have a wiring or switch issue. If you rotate the switch from "off" to the "Parking Lights" position, the headlights shouldn't rotate open.

That's what I thought too, but they do. I will check the switch and see what I can find.
They should not open if the switch is in the first position (parking lights only).
Off = headlights closed, all lights off
First Position = Parking lights only on, headlight doors closed
Second Position = All lights on, headlight doors open
Once the headlights have been turned on, then moving the switch back to the first position will turn the headlights off, but the doors will remain open.
I would like to keep the headlights from coming on so soon. My car is from canada and the headlight pop on about 1 hr before sun set.
There must be a light sensor somewhere on your car that activates the lights. The sensor may be dirty or occluded from exposure to the elements, making the lights come on earlier than they would when the sensor was new (just a guess). With a little examination of the electrical schematic, you should also be able to bypass or disable the sensor and turn your lights on manually if so desired. Replacing the sensor may help with the early turn on.
The parking lights are always on, but when it gets a little darker out like late afternoon, the headlights turn. They turn on in the garage before I pull out also. Even had them come on will under a bridge waiting on a stop light. The eye is on the top of the dash in front of the steering wheel. It may be going bad, or this my just be normal. Just wondering.

Is it a canadian car with day time running lights?
If it is a Canadian car; you will see a flat round sensor on the dash above the gauges. Gently pry it out and you will see 2 wires. Put a 100 ohmn resistor in parrallel to the 2 wires and gently put back in dash.
NOW; you have complete control of your hd lites from the switch.
THIS IS THE STANDARD CANADIAN FIX
It works on my 1990 Vert.

OOPS...almost forgot...your hd lites will only flip up when you turn them on at the switch but you will always have daytime running lights during the day....

thanks, I'll try it. It seems dorky with the headkites on and it is not dark, kind of like you don't knowhen to turn on your lights maybe you shouldn't drive a Vette, mabe a Honda.
