If your windshield washer doesn't work either, the problem is in the cover of the wiper motor unit where the controls for both the intermittent and the washer are. (I've got the same issue, but since I never take the car out in the rain, I don't care.) Apparently, to fix this, you've got to replace the wiper unit cover, and it's $$.

bout $150, make sure to get the upgrade wiper park switch version, the OE version has a tech sheet from GM bout it not being any good. I used to have the part numbers for the oe and the upgrade but I cant find them. Hope this helps
