I have a '94 auto and on my last tank I got 12.2 MPG while keeping my foot OUT of it. This is with A/C on and pure city driving. Is this normal? I think it seems crappy for taking it easy.
Also, what's an acceptable coolant temp range for these cars to be at? Mine consistently gets around 225-227 driving around in the city, is that OK?

Well 12 isn't too far off from the 15 since as you stated it was all city. Throw in the A/C and the fact that manufacturer numbers are based on a drum and not real world conditions and it seems you are doing ok. Keep track of your numbers and see if it adds up...
just did the math to convert to US gallons from metric up here in Canada. I have 62 000 miles LT1 no engine mods. Current city milage is 14.5 mpg that's with premium (92 octane up here). If I use regular (87 octane) I lose about 1mpg.

I'm getting around 17 with all city driving. Avoid using your brakesMaybe checking your tires will help
How are you calculating? If using the old divide miles driven by gallons used, 12.2 is a little low. If using the digital readout on the dash, did you reset it first, if not, try that first, if you did reset it, then yes 12.2 is low.
On my 95, I've had a best average of 28 mpg highway, 15-17 around town, 10-12 running it hard and 8 drag racing.
I get 17mpg in my 94, with 4.11s, and an occasional romp on the on-ramp but mostly in town driving (not too much traffic). Not bad considering my 6cyl daily driver only gets 22mpg!
o2 sensors perhaps? Not sure if they would throw a code when they get lazy. I haven't changed mine.
Best way for me to check is to fill up at the same pump until the nozzle clicks off automatically and then divide miles on the trip odometer (reset on the last fill up) by the gallons of gas on the pump register. I get a consistent 19-20 mpg which I like. A little lower if I get on her a lot. Most of my daily drive is expressway and I really don't use the a/c that much. 12 does seem a bit low.

Bingo, this is where I would start. It very well may not throw a code. If it gets real bad and won't swing, that when a code is created.
I would get a scanner on there or Tech1 type of unit and look at 2 things. See if the O2 voltages swing rapidly high and low.
And also make sure it is going into close loop operation. If it is not, then the O2 calculations are not being used.
I get in high teens in city, 20 combined city and expressway and 24-25 on expressway.
